529 Plan Vanguard

Question: best 529 education plan, better than utah 529?
I’m thinking about going with the utah 529 managed by Vanguard. reasons. One of the lowest (.25%-.37%) and Returns in the past 5 years have been better than most I’ve seen.
Any other 529 I should be looking at? I live in Texas so tax shelter isn’t one of them.
When i go to morningstar it requires a membership. I did see that morningstar did rate utah as the top performers.
Answer: I believe that Morningstar.com did an analysis of all the 529 plans available and rated them. Check them out.
